First he cited the "unbelievably heroic things" done by the government and said "there was a lot of ice and water delivered." The only problem he acknowledged: "Obviously, the thing that happened that needed to happen better was, how do you deal with a breakdown in law and order."
hmmm, now, wasn't there a bunch of water and drowned people? or am I thinking of a different Katrina?
