When you first think about it, it may sound absurd...why should there be amnesty for Iraqis who have killed American troops? Some Dems may be too quick to jump on the Repugs, claiming that this stance is contrary to support for our troops....but don't be so quick.
Remember what the pols on the "West Wing" used to say...if you don't agree with the premise of the question, don't anwer it!
The following premises lie behind the legitamacy of any debate on the subject
(1) We have a right to demand immunity from the Iraqi government (a supposedly soverign country) for our troops for any crimes they may commit, but are not willing to let the Iraqis, for the sake of forming a truely representative government, offer amnesty to insurgents.
(2) We have a right to veto the legeslative prerogative of a (supposedly) soverign state because it threatens the safety of our own troops, which are not wanted by the indigenous population, or enrages our own citizens, who are trying desperately to justify past war support (or lack of opposition), or harms the possibility of re-election.
If I were running for office, and someone asked me what I thought about offers of amnesty for insurgents or my opinion of them, I would say the following:
Dick Cheney and his president George Bush decided to invade a soverign country that posed no immediate threat to the United States, and indeed we are still in occupation of that country today. Under Cheney and Bush's administration that country, which before our invasion had no Al-Qaeda presence and no active foreign terror activity, has become a disaster area of biblical proportions and is currently on the brink of civil war. I value, and I am sure the rest of the world would as well, a stable and soverign democratic government in Iraq. We need to realize that no one invited us here. In the words of Ghandi: there is no people on Earth who would not prefer their own bad government to the good government of an alien power. The Iraqi people don't want us to be there, what we need to figure out is how best to leave so that we can all live peacably together.
