People are trying to make a mountain out of the fact that Hillary said that we are safer now, but not yet safe enough.
Here is a direct quote from a press interview with John Edwards on December 26 2003:
Yepsen: SENATOR, WE'VE ONLY GOT A COUPLE MINUTES LEFT, BUT I WANT TO GO BACK TO THE WAR ON TERRORISM. YOU'RE A MEMBER OF THE INTELLIGENCE COMMITTEE. IS THE UNITED STATES SAFER TODAY THAN WE WERE ON 9/11?
Edwards: YES, WE'RE SAFER. WE'RE NOT AS SAFE AS WE NEED TO BE.

I think it's a reasonable point. Both Clinton and Edwards were being asked about domestic intelligence and security work. Clinton was being asked specifically about a successful breakup of a major attack in the state she represents, New York. It was important for her to say something that recognized that successful intelligence work. I think the point that she made (and that Edwards similarly made earlier) is reasonable--yes, we've done some things that need to be done, but we have a lot more to do.
