I just finished a brief review of the year 2000 Wasilla budget put out by Palin when she was mayor. It is 86 pages filled with line items like "Contingency-Special" "Communications Services," or "Advertising." Some of it looks legitimately arcane like the "Contractual Services" entry on page F-28 where the funding for rape kits is said to have resided. Some of it is obvious like "Employee Drug Testing."
One thing is clear, either Sarah Palin knew that she was substantially reducing funding for rape kits or she hadn't reviewed her budget in enough detail to know it.
When I look at any kind of budget, vague line items like "Contractual Services" always get my eye. I ask about them. If the line item is being cut to a quarter of its previous budget, I would ask, "What is this and why can we cut this so aggressively. Will this cause a problem?"
So, either Sarah Palin didn't take her budgetary duties seriously enough to look at every line, or she knew that they were charging victims for rape kits.
Both are very unflattering.
