The DNC will change the rules for seating the FL/MI delegates this year and seat someone. Undoubtedly Hillary Clinton will take the issue to the convention and some residents of the states may raise legal issues of their own with the outcome to be decided by the courts.
Since the rules will be changed by the DNC and possibly by the convention itself, then what meaning will the rules have in 2012 or later? I think none.
Since state legislatures can get involved in the primaries as they did in both FL and MI, then what role does the democratic party in those states have in when the primary date is chosen?
While I disagreed with the rule when the DNC decided not to seat the delegations, I believe the rule must now be upheld even if upholding the rule means losing both FL and MI in the general election. Otherwise the DNC rules mean nothing.
A new system of deciding when states decide when delegates will be picked needs to be put into place, such that state legislators, governors, and parties agree with outcome. I have no idea how to do this.
