Sure, as this Washington Post article points out, in a way this is nothing new—campaigns have always rewarded their supporters for their work. But at the same time, it is something entirely new—this is astroturf raised to a new level. This is buying off average citizens to get to work at spamming message boards with prefab pro-McCain messages in the interest of choking discussion.
On the other hand, considering that the Chinese government does this, just how egregious can this be?
