Plastic turkeys

Bush is ready to answer the need for plastic turkeys in New Orleans. All he needs is permission from the local authorities to send them in. Why oh why do the locals continue to be the holdup? And what about that constitutional provision prohibiting Federal plastic turkeys from entering where states' rights turkeys already reside? Isn't original intent a problem here? Clearly, the Founders understood that in times of emergency, the Federalies could send plastic turkeys where needed.
