Friday September 30th unless there is a budget or a continuing resolution the government will shutdown. Unlike the rest of the universe the Federal year for the budget starts October 1 and ends September 30. All federal managers are keenly aware of this as starting October 1 spending levels must be reduced slightly because continuing resolutions only fund agencies at percentage of the previous budget year. Frequently the cut backs are done to contractors and purchases so as not to impact salaries. I know this, because I used to be a federal manager before taking a medical retirement. Never during my government service of twenty years was there a passed budget by October 1.
But what a great hostage. Everybody knows President Obama "caves" as pundits so politely put it. Caving to hostage takers means the takers will take more hostages. So next comes the 2012 budget hostage and potential government shutdown. And after that there is th onerous super committee with the lack of a plan and problems so onerous there will be another "cave."
Sadly, there is a pattern here and the pattern will repeat until there is change not just a belief in change, but a real change.
