The government is supreme. In a secular society that operates under the rule of law, there is no higher entity than the government, which is comprised of three co-equal branches: The Legislative branch; The Executive branch; And the Judicial branch.
In order to facilitate life in a modern, prosperous, and civil society government establishes entities, and creates the rules under which those entities will operate (solely at its prerogative).

Those entities deal with issues related to the marketplace, natural resources, a legal framework, and the protection of the nation, among other things.
The objective of the government must always be the general welfare of its citizens, and so it sets parameters under which every institution and entity it creates operates, under the rule of law.
Regarding the economy and the marketplace, and keeping with its mandate of ensuring the general welfare of all its citizens, a modern secular government establishes a progressive tax system with the purpose of maintaining an equitable distribution of income.
This system, when not corrupted and when working properly, allows for a free and vibrant marketplace where its participants engage in commerce. They are free to buy and sell products and services, to create companies, and corporations, and to compete in level playing field.
It allows for rewards for businesses and individuals that are enterprising, responsible, innovative, and hard working. It also allows for failure caused by negative market conditions, business mismanagement, irresponsibility, and failure to adapt new methods and technologies.
The dogmas of the quiet past are inadequate to the stormy present. The occasion is piled high with difficulty, and we must rise with the occasion. As our case is new, so we must think anew and act anew.

Although in order to encourage hard work and responsible behavior, the government establishes a framework within which good and responsible behavior is rewarded, and bad, antisocial, and irresponsible behavior is punished, the government establishes a social safety net that allows for the rehabilitation of those who can be rehabilitated, and for a minimum level of help and assistance for those who have fallen on hard times and misfortune through no fault of their own. And for the protection of society at large, it allows for the punishment of criminals.
The two most significant threats to the proper function of government happen when either the Church or the Corporation (or powerful business interests) mesh with government. Most of the historical precedence regarding the failure of governments, including tyranny, theocracy, and fascism are related to this blurring of the lines between Government, Church, and Corporation (or powerful and entrenched business interests).
The most common reason for the corruption of government is when greed and power lust become more important to government officials than selfless public service. In those situations, the Corporation is able to buy off the government officials and take control of the government, and the Church is able to join with government in order to help manipulate the population to act against their own interests by exploiting their ignorance.
Shortly after that, tyranny ensues.
In the United States today the government has become totally corrupt due to the blurring of the lines between Government, Church, and Corporation; a process that took about forty years.
In the United States today also, the people, sovereign and the ultimate rulers of the government in the tradition of Abraham Lincoln, the Founding Fathers, and the U.S. Constitution, are waking up to this reality of total corruption, and are getting ready to reassert control on the government, and clean up the sewage of corruption both major political parties have become.
It's going to be very difficult, and there will be turmoil and a mighty struggle since tyranny has already begun to to be established, but it will nevertheless happened. The proper functions of government will be restored, and a firm wall of separation between Government, Church, and Corporation will be established in order to prevent another rise of tyranny in the future.
And in doing so, the people would have rising to save the country and leave it in good condition for future generations to come.
