Michael Moore’s movie, Where To Invade Next, connects the rise of black power in America to America’s War on Drugs, a war that was intended to politically disenfranchise black America in a conflict where white America’s drugs of choice—alcohol and tobacco—were excluded and black Americans were subjected to mass incarceration.
WHAT AMERICA—AND ESPECIALLY BLACK AMERICA—DOESN’T KNOW IS THE ROLE THE CLINTONS PLAYED IN THE WAR ON DRUGS AND THE INCARCERATION OF BLACK AMERICA
The Justice Policy Institute report, Too Little Too Late: President Clinton’s Prison Legacy (February 2001) noted: When William Jefferson Clinton took office in 1993, he was embraced by some as a moderate change from the previous twelve years of tough on crime Republican administrations. Now, eight years later, the latest criminal justice statistics show that it was actually Democratic President Bill Clinton who implemented arguably the most punitive platform on crime in the last two decades. In fact, “tough on crime” policies passed during the Clinton Administration’s tenure resulted in the largest increases in federal and state prison inmates of any president in American history—and while the incarceration of black Americans more than doubled after Reagan’s election, under Clinton, black incarceration rates accelerated until they more than tripled.
THE CLINTONS: PRISONS, PROFITS AND GENOCIDE

From 1978 to 1989, she was Managing Director and Member of the Board at Dillon Read & Co., a prestigious New York investment bank (later merged with S.G. Warburg and then UBS); and, in 1989, she was appointed Assistant Secretary of Housing in the first Bush Administration.
In her in-depth article, Dillon Read and the Aristocracy of Stock Profits (pdf), Catherine Austin Fitts describes the sewers of money and power flowing between Washington DC and Wall Street that resulted in the Clinton Administration’s transformation of Nixon’s War on Drugs into profit-driven genocide:
… the Clinton Administration with the full support of a bipartisan Congress ..[colluded to profit] by ensnaring our youth in a pincer movement of drugs and prisons [winning] middle class support for these policies through a steady and growing stream of government funding and contracts for War on Drugs activities at federal, state and local levels… This is genocide — a much more subtle and lethal version than ever before perpetrated by the scoundrels of our history texts.
…The Clinton Administration took the groundwork laid by Nixon, Reagan and Bush and embraced and blossomed the expansion and promotion of federal support for police, enforcement and the War on Drugs…Whether through subsidy, credit and asset forfeiture kickbacks to state and local government or increased laws, regulations and federal sentencing and imprisonment, the supremacy of the federal enforcement infrastructure and the industry it feeds was to be a Clinton legacy.
One of the first major initiatives by President Bill Clinton was the Omnibus Crime Bill signed into law in September 1994..This legislation implemented mandatory sentencing, authorized $10.5 billion to fund prison construction that mandatory sentencing would help require…
The potential impact on the private prison industry was significant. With the bill only through the House, former Attorney General Benjamin Civiletti (D) joined the board of Wackenhut Corrections which went public in July 1994 [two months before Clinton signed the bill] with an initial public offering of 2.2 million shares. By the end of 1998, Wackenhut’s stock market value had increased almost ten times.
However, the Clinton Administration did not wait for the Omnibus Crime Bill to build the federal enforcement infrastructure. Government-wide. agencies were encouraged to cash in on support in both Executive Branch and Congress to authorizations and programs many justified under the umbrella of the War on Drugs that allowed agency personnel to carry weapons, make arrests and generate revenues to money markets such as civil money penalties and asset forfeitures and seizures. Indeed, federal enforcement was moving towards a model that some would call ‘for profit’…

On February 25th, Ashley Williams, a Black Lives Matter activist asked Hillary Clinton “to apologize to black people for supporting mass incarceration in the 1990s”. Clinton was also attacked for a 1994 speech where she described gang members as “super predators [with] no conscience, no empathy”, saying, “we can talk about why they ended up that way, but first we have to bring them to heel”.
The truth about the Clintons’ central role in the War on Drugs and for the mass incarceration of black Americans is coming to light. So be it. It’s about time.

POLITICS, POWER & MONEY
Catherine Austin Fitts’ seminal work, Dillon Read and the Aristocracy of Stock Profits (pdf) reveals the bi-partisan corruption at the heart of the US political system. A system in which Republican vs. Democrat has no real meaning except to obfuscate and confuse; a system which concentrates power in a small group of political insiders of both parties, e.g. the Bushes, Clintons, etc. while indebting the nation and its citizenry beyond the ability to repay.
…I decided to write “Dillon Read & Co Inc. and the Aristocracy of Stock Profits” as a case study designed to help illuminate the deeper system…What most people miss is the extent to which the day-to-day implementation of this intentional centralism is deeply pervasive and therefore deeply bipartisan. It receives the promotion and support from all political and social spectrums that make money by running government through the contractors, banks, law firms, think tanks and universities that really run the government. My intention for this story is to make clear how the system really works. A system in which a small group of ambitious insiders — who more often than not were educated at Harvard, Yale, Princeton and the other Ivy League schools — enjoy centralizing power and advantaging themselves. Paradigms of Republican vs. Democrat or Conservative vs. Progressive have been designed for obfuscation and entertainment.

Although my Dollars & Sense show aired in 2013, the issues are the same today; except today, for the first time, the power to control US elections is escaping the grasp of the political elites. Despite the extraordinary advantage the Supreme Court handed the wealthy through the purposely misnamed “Citizens United” ruling, the nominating process has clearly moved beyond the control of the moneyed elites, at least in the Republican Party.
We can only hope the same occurs with the Democrats.
