Paul Manafort and his former business associate Rick Gates were told to surrender to federal authorities Monday morning, the first charges in a special counsel investigation, according to a person involved in the case.

The charges against Mr. Manafort, President Trump’s former campaign chairman, and Mr. Gates, a business associate of Mr. Manafort, were not immediately clear but represent a significant escalation in a special counsel investigation that has cast a shadow over the president’s first year in office.

Rick Gates was a longtime associate of Manafort’s, and his indictment may be connected to overseas lobbying, or Manafort’s string of multi-million dollar mystery “loans.”

However, Gates was also part of Trump-focused lobbying group America First Policies, which he formed along with Trump’s digital coordinator, Brad Parscale, as a vehicle for channeling donations directly to supporting Trump, bypassing traditional Republican institutions. Gates left America First in March, after his entanglement with Manafort brought unwelcome attention to the group.

While the indictment won’t be unsealed until later today, The Wall Street Journal is reporting that the charges will include tax fraud.
