Updated a few minutes ago: Trump is doubling down on the attacks of his using the term breeding concept:
For the umpteen time a Trump Tweet is making the news. This time it is his use of the phrase breeding concept.
Before he used this in a Tweet googling it would lead you to websites like this:

When I searched the phrase I expected to find that Alex Jones or Sean Hannity, or even an alt-right racist website like Stormfront used it first.
It just seemed too creative for an original Trumpism. Perhaps someone will source it out. If not, score one for Trumpian creative racist dog whistles he thought of all by his lonesome self in another 3:00 AM twitterpation session.
What non-racists think when they think of the word breeding used in conjunction with crime is along the lines of poverty breeds crime, which is how I first read it. If Trump is persuaded to walk this back, which at this point he probably won't do, this is probably what he'll say he meant. Let’s see if Sarah Sanders is asked about it.

What exactly does he mean by "breeding concept?" It appears to be a new addition to his rhetoric on immigration. He doesn't appear to have used it before on Twitter or in recent public remarks on sanctuary cities. There is great danger in trying to dissect every word of a Trump tweet, but in this case it is worth trying to figure out. CNN has reached out to the White House to figure out exactly what he meant. The tweet has not been deleted at the time of this writing, so he means for those words to remain out there. In other words, it's not likely to be at typo. He has been known to correct those in the past.
I agree with others that what Trump had in mind was minority group parents are breeding in sanctuary cities and having too many babies (who will eventually vote for Democrats).
He probably thinks that unwed mothers, aka welfare queens, keep popping out new babies so they can get more public assistance.
The phase itself, breeding concept, makes little sense. What does it mean? A concept?
Give me a break. Trump having an actual concept besides self-aggrandizement is a ludicrous concept.
