My mother is in her nineties and lived independently in her own house with the help of my sister until she had a stroke last fall. She is currently in a care facility and has started receiving physical therapy. I was just told by the physical therapist that, starting Jan. 1, 2020 the budget for Medicare reimbursement for physical therapy has been cut significantly. In practical terms, this means that instead of eight weeks of therapy she will only get four weeks. The therapist is trying to do a work around by showing me how to continue the exercises with my mother when the therapist will no longer be able to do them (quite reasonably, she likes to be paid for her work). The result is that seniors who might be able to return home or go to an assisted living facility will likely remain in nursing homes. Besides the obvious cruelty there is financial shortsightedness at work here. Nursing home care is often covered by Medicaid when a patient has exhausted their resources and nursing home care is much more expensive than physical therapy. Every Democrat running for Congress and Senate should be emphasizing the contrast between cutting taxes for the wealthiest and cutting Medicare for the elderly. I try to keep abreast of the issues but I was ignorant of this one until it affected me personally. This is a topic that should resonate with seniors who have the highest voting participation of any demographic and their adult children.
