I attended the Arizona Youth Climate Strike, and one of the speeches included reading portions of the Green New Deal. Another speech focused on the toxicity in minority communities exceeding the toxicity of their consumption, and called for “equity.”
I believe using this term is a bad decision, because “equity” is not the same as “equality” but could very easily be confused with it (which also confuses what the GND is actually trying to do). A word which could not be confused, but which would convey the same idea, is RESPONSIBILITY.
“Equity” views the issue from the victims’ point of view, which is passive. “Responsibility” views the issue from the perpetrators’ point of view. The concept of responsibility also suggests new legislation, namely that any producers of toxic materials (or other such waste) shall be forbidden from transporting it to any other communal unit (defined to exclude landfills and recycling plants) for the purpose of disposal or reprocessing. (Hopefully, this is Lawyerese for “If you make a mess, you clean it up yourself.”)
