Did Vance just say that Trump saved the ACA?

I was watching it on Amazon Freevee and couldn't rewind but I thought I heard, over the din of a family dinner, something like "And that's why Trump saved the ACA."

Did I hear that right? Is Trump now taking credit for saving the law he vowed to "Repeal and Replace?"
