North Carolina is a “safety state” in that winning North Carolina could save Kamala’s bacon if she loses either Michigan or Wisconsin but wins the other two “blue wall” states.
You can register and vote on the same day with one trip to an Early Voting site in North Carolina.
Every North Carolina out-of-state college student not a permanent resident in a “blue wall” state should register and vote in North Carolina during Early Voting, assuming that they have not already voted in another state. If you have requested an absentee ballot from another state, you are not obligated to use it. (It’s close to a 50-50 decision for students who have the option of voting in Georgia.) This is assuming that electing Kamala Harris is the most important consideration.

You can do it at any Early Voting site in your county of residence in North Carolina. Early Voting runs from October 17 till November 2. You need to be in line by 3 p.m. Saturday, Nov. 2, 2024.
