In 2018, Trump arrived in Wisconsin with his pals Scott Walker and Foxconn CEO Terry Gou to break ground on a project he promised would be the “8th wonder of the world”: a $10 billion LCD screen factory.
Behind the glittering scene was a breathtaking corporate giveaway: a promised $3 billion in tax subsidies.
One analyst said “We can only describe this as a gift from Wisconsin taxpayers to Foxconn shareholders. This is a guaranteed loser for the state.”

Foxconn was supposed to save Scott Walker’s reelection campaign. But less than six months later, Walker lost to Tony Evers. Governor Evers then set about renegotiating the deal—a process that took years, but ultimately saved taxpayers $2.77 billion.
Meanwhile, a huge area had been prepared for the Foxconn facility that was never actually built.

On May 8 of this year, Biden arrived in Racine to join Governor Evers and Microsoft President Brad Smith—himself a Wisconsinite!—to announce a game-changer: a $3.3 billion Microsoft AI data center on the very land once owned by Foxconn.
