There are a lot of complaints about holding COPs in such socially, politically, and technically laggard countries as Azerbaijan, but it does tend to speed them up some. Azerbaijan needs speeding up a lot.

Gas and oil make up two-thirds of Azerbaijan's GDP, making it one of the top ten most fossil fuel-dependent economies in the world.[1] Azerbaijan has some renewable energy projects.[2][3] These include hydropower, wind, and solar and biomass power plants.[4]
The country's currently installed renewable energy capacity is 4.5 MW.[5] Azerbaijan began installment of its first major solar plant in 2023.[6] The government of Azerbaijan aims to increase share of renewables in total electricity production to 30% by 2030.[7]
Azerbaijan reveals potential of renewable energy sources
Potential of renewable energy sources in the country exceeds25,400 megawatt, said Nurali Yusifbeyli, Vice-Present of the State Agency on Alternative and Renewable Energy Sources, while addressing the first Eurasian Conference of the International Association for Energy Economics (IAEE).
He further said that the potential of solar energy in the country is more than 8,000 megawatts, while the capacity of wind power and geothermal energy are 15,000 and 800 megawatts respectively.
That’s more like it. Actually doing something with it assumes a government interested in the interests of energy users, not just in how much can be skimmed off corrupt fossil fuel deals. As always, never mind what they say, watch what they do. (H/T Rachel Maddow)

IMF: Paying Africa's Climate Bill
The global need for investment to address the worst of climate change exceeds $1.3 trillion a year for the next decade. This amount will not address all climate issues; it will only avoid the worst effects.
The African Development Bank estimates that Africa needs to spend [invest] $3 trillion by 2030. For context, all sub-Saharan Africa combined had a GDP of $2 trillion in 2022. Even if you added the entire $1 trillion lending capacity of the IMF to the $400 billion lending portfolio of the World Bank, it is clear that the global financial institutions do not have the lending capacity to address climate change at the speed and scale needed.
So where are the 2023 numbers? What is COP29 proposing?

Azerbaijan reveals number imported e vehicles in eight years [paywalled]
From 2017 to 2023, Azerbaijan imported a total of 4,236 electric vehicles.
According to the State Statistics Committee, there were 579 electric vehicles in Azerbaijan in 2022, consisting of 570 passenger cars, 7 buses, and 2 trucks. By 2023, the total number of electric vehicles registered in the country reached 3,135, including 3,115 passenger cars, 15 buses, and 5 trucks.
So where did the other 1,000+ go? Were they exported again?
