Member of the Russian State Duma and economist Anatoly Aksakov and the governor of the Central Bank of Russia, Elvira Nabiullina, have voiced opposition to a proposal to completely freeze all Russian bank deposits considering it unwise and even dangerous. Instead, they are proposing a scenario similar to what the Cyprus banks did in 2013 where deposits over a certain threshold were converted from cash to "shares" in the bank.
It should be noted that the Bank of Cyprus ended up defaulting on 85% of depositors savings.
