First, targeting Moldova, Moscow's intention is to cause a spike in energy prices for individual Moldovans, exhaust Moldova's resources, and have pro-Russian parties claim that they can lower those prices. This is already happening since authorities in Chișinău are scrambling to contain rising prices, and are spending a lot of money to help Moldovans handle bills. In December, families totaling 1.3 million (!!) people got government welfare for paying bills.
This is in a country with a population of 2.5 million people (even a 3.5-million population estimate shows the degree of vulnerability). And opposition groups, including pro-EU ones, are all exploiting this event to argue they can get/could have gotten a better deal.
Pro-RU groups are more convincing here since Moscow bolsters their claims, which helps with the 2025 legislative election campaign. When gas deliveries are resumed, it's likely that Moldova will no longer get cheap electricity from Transnistria, so this will continue.
Second, targeting Moldova, Moscow wants to remind Moldovans that it can still mess with their lives. Moldovans paying exorbitant prices for utilities (and dealing with inflation) are basically being told that they could pay much lower prices if they just give up on the EU.
Third, for Transnistria, the suggestion here is that Russia can destroy them if they think about distancing themselves from Moscow. In theory, Tiraspol could have done this by accepting coal from Ukraine and more aid from the West.
He’ll be in a meat wave assault before long.
