There were ICE agents — as well as civilians — who were within 100’ or so behind Renee Good’s car. Because bullets are explosive projectiles that can travel long distances, Trigger Jerk’s first shot could easily have travelled through the car and ended up in any one of them standing behind it. That shot also endangered his fellow agent at the side of her car, since shooting with one hand while holding a cell phone in your other is not exactly “best practices” for accurate shooting.
Renee Good had also just dropped off her child. I’m not sure if it’s a day care center, but if it is, then there were potentially other children plus staff there. He fired the 2nd and 3rd shots through her side window, which put everyone in that house in direct line of being hit by stray bullets.

Even though he did move, her car — like any of his stray bullets — could easily have veered off and hit him, hit civilians or hit any of his fellow agents. Once the driver of a moving car is incapacitated, it can go … anywhere.
