Is DHS Paying for Viral SNUFF Videos?

I was watching The Real Texas Paul and his video brought me to some questions. Segment of his short:

You know, Tom Homan and Kristi Noem, actually Corey Lewandowski, Kristi Noem doesn’t make decisions at DHS. She just runs around pretending to be a model. Um; Its actually Corey Lewandowski that runs DHS. Um; These people have tasked, they have tasked their agents with filming video with their cell phones, so they can send them in. DHS dubs over them with music and tries to create viral videos. That’s what lead to the murder of Renee Good.”

We’ve seen Jonathan Ross’ OWN video.  IT IS NOT A UNIFORM CAMERA, like the police would have. It’s his own camera.

The official ICE/DHS uniform does not include a bodycam.  No “official” camera. ^{Why not?}

He’s holding his cell phone camera with one hand and his gun in another. 

He’s making that video as he circles her vehicle. 

He’s making that video AS HE SHOOTS HER! ^{(Did he think kick back would keep his camera steady?)}

He’s making that video as he steps in front of her vehicle. Was he already angry with her because when she spoke to him it showed that she wasn’t intimidated of him?

What did he hope to get with that video? With that escalation in violence?

How does DHS renumerate/reward these “agents”/goon squad members for the videos?  

Do they get more money, points, promotions, bounty, bonuses. . . whatever. . . the more violent the engagement with anyone who might be perceived as against this regime,  is?

My fingers have tried to type the next sentence, the next question, several times now but I really don’t want to give it air. If true it would no longer be stochastic terrorism. . . the implicit order is there.
