Rep. Melancon starts out at a disadvantage but with a horrible net rating, Vitter is vulnerable. He's making the leap because his district is soon to be dropped/redrawn into an unfriendly composition.

David Vitter (R) 48
Charlie Melancon (D) 41
PPP had a poll in July with
David Vitter (R) 44
Charlie Melancon (D) 32
PPP didn't push leaners and had a whopping 24% undecided.

I'll add one more thing, in both polls linked above, David Vitter has huge undecided favorables. Melancon is still somewhat unknown as well, but Melancon has a unique advantage of having the opportunity to frame an incumbent (Vitter) and create a narravtive on who Vitter really is.
