I cannot remember the last time I gave an HR rating. I read a whole lot of diaries and comment on those diaries.

I hate when I see a "tip jar" or other comment receive an HR rating and I always look for a comment by the person or people why they gave the HR rating. More and more often I do not see such a comment.

My suggestion is for the system to pop up a comment field when a user clicks HR. The title should be filled in for the comment with HR rating given because. The HR rating would then be given the same time as the comment is submitted. Also the comment should be at least 20 characters long and not allowed unless it is.
