Dear Diary,
Talking about James Baker's trip to Europe to seek support for reducing Iraq's $120 billion foreign debt with friends, it was mentioned that Baker is not, contrary to most press reports, a Bush-appointed envoy. Instead, he is formally an envoy appointed by the Interim Governing Council and therefore his mission is not subject to scrutiny by Congress.
People I talked with said "the fix is in." Meaning that since Baker's biggest client is the Saudi Royal family, major creditors of the former Iraqi government, there's no way Iraq's foreign debt is being forgiven. Wolfowitz's statement on exclusion of Old Europe from the lead in lucrative Iraq reconstruction contract was no blooper...it was all part of the script to ensure there was no debt forgiveness.
So it appears that Baker's debt extinguishing trip is an elaborate dog-and-pony show, like Laura's trip to Unesco.
Yet, Il Consigliere, 73 year-old James Addison Baker, III, of Baker & Botts, is moving on the don's business. He is a man of the don's complete confidence. The trip will not be chronicled by the press, nor will Baker be interviewed by Congress. He is clearly on other business.
