Rove is definitely now in charge of foreign policy. It was nice of President Cheney to hand over the reins of power to our new President, Karl Rove...
Here's my diary from yesterday outlining how the conversation between Rove and Bremer went (with an addendum relevant to today's news):

[SCENE: Karl ROVE's office at the White House. ROVE is seated behind his desk in his "booster seat" chair that makes him appear taller than he really is. Paul BREMER is seated in a much lower chair in front of ROVE's massive desk. The blinds are drawn and the room has a dark foreboding quality about it. ROVE has made clear that he is now in charge of foreign policy in preparation for the coming election.]
ROVE: Look, Bremer, we gotta' be outta' there by late Spring at the latest.
BREMER: But these guys are nowhere near ready to assume power. Hell, they're--
ROVE: Are you deaf?
BREMER: What?
ROVE: Thought so. Look, we need to be outta' there come Spring.
BREMER: But--
ROVE: Figure it out, asshole!
BREMER: It'll be a train wreck, They're--
ROVE: What is your problem? That's an order!
BREMER: (Muttering under breath) Dumbshits...
ROVE: Do you have something to say to me?
BREMER: Yes.
ROVE: Spit it out.
BREMER: Tell President Cheney that I quit.
ROVE: (Laughing) President Cheney? Try "President Rove." Now get your sorry ass back to Iraq and get that phony government set up. And make it snappy!
