Need Reliable Reports On Armed Gangs, Sniper Rumors

I'd like this diary to become a repository of reliable reporting about the armed gangs and "snipers" said to be roaming the streets of New Orleans.

It's my hunch that there are more reports of their ABSENCE than there are of their presence.
