Delay and Sibneft

It is well known now that Sibneft paid for Tom Delay's trip to Russia through a cutout company called "Chelsea".  The question is why?

I did a little Googling and found that there are very few references to Sibneft on the web in Engliish.  I then googled them in Russian and found that, well, there is very little on them in Russian either.  No Sibneft.ru website.  The Russian press is following this story a little, but not much.  In russia,  a reporter for Vremya.ru tried to call the chairman for comment.  The receptionist responded that he wasnt there.  Where is he?  He's abroad.  Where abroad?  Im not telling you, you might shoot him. (!)  Thats the way things work over there.  As best as I can tell, sibneft was involved at the time in a pipeline to the far east .  What was Delay's stake in it?  Was he involved in trying to sell gas/oil to Japan? China? Where?  Why Delay?
