It's an attempt to maneuver around the demands of the leading Shiite cleric, al-Sistani, for full elections by using the Afghan formula to set up an interim government (which could "invite" U.S. troops to stay) -- and only then having genuine elections regarding a "permanent constitution."

As I explain in the link above, I don't think al-Sistani will let it fly.
