The saying that 'Dog Bites Man' isn't news is true, for the most part. Unless the person bitten is an illegal Palestinian worker crossing Israel's border:
"At about 5:00 am I got to the border to try and get through a hole in the fence when all of a sudden a dog attacked me and tried to savage my hand. When I managed to get my hand away, it bit my backside."
Now, I've been bitten by a dog before and it's no fun. But if your neighbor has a fence up and there is a big 'Beware of Dog' sign on it, who is to blame if you get your ass bit climbing over the fence?
Here is the story in question. Seems that Israel has added guard dogs in some areas around the southern portion of the West Bank to prevent people from crossing. Understand that this is not people wanting to go from one part of the West Bank to the other - these are people crossing the Green Line to seek employment in Israel itself. Before the 2001 Intifada, there were lots of Palestinian Arabs who worked at jobs in Israel. But then after waves of suicide bombers hit the country, the right wing government reluctantly implemented a left wing proposal, which was to build a fence. The Palestinians who had worked in Israel were replaced by other foreigners; Filipinos and such.
I realize that many Palestinians don't recognize the Green Line as any sort of border (and the same for many Israels) but since the official position of the PA is that it should be at least the starting point for negotiations and land swaps, it seems a bit much to be complaining that Israel is protecting their border - especially given that they have had terrorists cross it numerous times. Another complaint is that those who are crossing are laborers and not terrorists and that the army must 'know this'. Excuse me, but how? Is a terrorist going to be wearing a terrorist uniform? Most likely they would look like any other laborer - you won't know if you stop them and interrogate them. None of these people complaining about the dogs have been thrown in jail or anything - they are just questioned and let go. Those that needed treatment for a dog bite were given it; though apparently not promptly enough for the illegal border-crossers' liking.
Again, this just goes to show how anything Israel does, no matter how reasonable, is going to get the usual suspects to come bleating out of the shadows complaining about how evil they are. Countries have a right to protect their borders and this is not a case of Israel laying mines or anything like that. Dogs are non lethal.
So remember - Dog bites man is not news; unless the dog is Israeli and the man is Palestinian. Then it's probably worthy of UN intervention.
