So it's okay for Tunisians, Egyptians, Libyans, Syrians and Bahrainians to use it in their protests, revolutions and civil wars, but in Britain it's not? This is a case if trying to have your cake and eat it too. You can't, on the one hand, praise the Arab Spring's use of technology, while on the other hand, banning it for essentially the same reason - except that it's in your own country.
And how can a person possibly be banned from social media? Wouldn't that occur after being found guilty of a crime?
