SERS is the State Employee's Retirement Service, which is a non-state agency that administers investments from employee payroll deductions and uses that fund to pay retirement benefits. Teachers, even state legislators use this same system, although differing slightly from that of other state workers.
The issue is whether Sandusky actually WAS an employee when convicted-there is no doubt he was one when he committed his rapes.
