Two unindicted war-criminals, GW Bush & Dick Cheney
It took President Obama 2 years to find and kill the master-mind of 9/11 (Usama Bin Laden) and that is something GW Bush and Dick Cheney were too inept to do and, in fact, could never accomplish in 8 long years. It also took President Obama 2 years to capture the master-mind behind Benghazi.
Dick Cheney's daughter, Liz, worked for the failed Bush/Cheney administration and recently quit her bid for US Senator because the voters of Wyoming rejected her.
That said, due to GW Bush and Dick Cheney's foreign policy incompetence, less than 8 months after GW Bush and Dick Cheney were sworn into office, January 20, 2001, Bush/Cheney failures allowed one cheap-ass punk, Bin Laden, and 19 of his followers attack New York and the Pentagon in the worst attacks on U.S. soil in history. To underscore their impotence, Bush/Cheney let the master-mind of 9/11, Bin Laden, live in peace for 8 long years.
In the inept-world of Bush/Cheney, there was never a 'good time' to capture or kill Bin Laden because, a short 6 months after 9/11, Bush/Cheney didn't really give a shit about capturing Bin Laden.
GW BUSH: "I don't spend much time thinking about Bin Laden, I'm not that concerned with him. I don't know where he is ... I'll repeat what I said. I truly am not that concerned about him."

Dick & Liz Cheney filled their OpEd with lies as they expressed their disapproval of President Obama. At some parts of Dick & Liz Cheney's OpEd, it was as if they were looking in the mirror and talking to themselves.
Dick & Liz's subtitle describes the Bush/Cheney Administration perfectly:

DICK & LIZ: "When Mr. Obama and his team came into office in 2009, al Qaeda in Iraq had been largely defeated, thanks primarily to the heroic efforts of U.S. armed forces during the surge. Mr. Obama had only to negotiate an agreement to leave behind some residual American forces, training and intelligence capabilities to help secure the peace. Instead, he abandoned Iraq and we are watching American defeat snatched from the jaws of victory."
Ha! I notice they're seething with jealousy of "Mr. Obama" and they're lying through their GD warmongering teeth, as usual.
First:
al Qaeda was not in Iraq until -- until -- Bush and Cheney lied America into a war for oil in Iraq. So, the world has Bush and Cheney to thank for al Qaeda even being in Iraq.
Second:
The surge did not defeat, nor even come close to defeating, al Qaeda. In factual world the surge was not even a military strategy, rather, the surge was nothing more than a purchase of an illusion.
GW Bush and Dick Cheney paid millions in US dollars to al Qaeda, who hijacked the Sunnis as soon as Bush/Cheney invaded, to not fight the Shiites so as to give the illusion that the fighting had stopped. But, once Bush/Cheney stopped paying for their illusion to the Sunnis, the fighting resumed.
Third:
GW Bush and Dick Cheney negotiated and signed the Status of Force Agreement wherein GW Bush & Dick Cheney agreed to not ... not ... leave behind any residual force. That means, even in war-criminal Dick & Liz world, it was GW Bush and Dick Cheney who "abandoned Iraq." not President Obama.
Sounds like Dick & Liz Cheney are saying Bush's status of forces agreement is a failure and they (Dick & Liz) expected President Obama to clean up Bush/Cheney's SOFA mess.

Bush and Cheney "ushered Iran into Iraq" when Bush/Cheney ousted the Sunni majority leaders of Iraq and replaced them with Shiite Iranian sympathizers leaders like, Ibrahim al-Eshaiker directly after they overthrew.
Iranian sympathizer, Ibrahim al-Eshaiker, left Iraq for Iran in 1980 and became involved in the Supreme Council for the Islamic Revolution movement where he represented the Islamic Dawa Party. It's always been Iran's Ayatollah Khomeini's goal to have a 'Shiite Islamic Republic of Iraq' and that is exactly what Bush/Cheney gave them when they disbanded the Iraqi army in 2003 and began installing Shiite leaders and ousted Sunni leaders.
Once Bush/Cheney ousted the Sunni majority in 2003, Bush/Cheney "ushered Iran into Iraq."
Also, the moment Bush/Cheney invaded Iraq, they became the cause of "ushering America's adversaries into positions of power in the Middle East" and they are responsible for ushering al Qaeda into Iraq.
As for "Russians in Syria" Dick and Liz, once again, show they fail factual history. In factual world, the strong relations between Russia and Syria date back to 1946 when the then USSR signed a secret agreement that allowed for the Soviet military to help Syria in the international world. The Russians have had Syria's back ever since 1946.
