So the US sends a lot of aid to places where it is likely to do little good since ISIS Is likely to seize it in-order-to get permission to send some to the Kurds, so as not to offend the Turks and Saudis when the US sends aid to the Kurds.

The next Ebola crisis may be in Pakistan's rebellious tribal north where extremists shoot health care workers, other than preciously few Saudi doctors, the safest medical teams to work in Northern Pakistan would be Cubans.
