Yesterday, the House completed the amendment process for the FY 2017 National Defense Authorization Act (NDAA) and then passed the final bill. I plan to write a series of posts about noteworthy roll call votes and the final vote.
Here, I want to focus on the amendment put forth by Barbara Lee (CA-13) to repeal the 2001 AUMF. Lee courageously voted against the Authorization for Use of Military Force in 2001, fearing that—as written—it would provide a blank check to the president. And that is exactly what it has done.

In her floor speech, she notes that repealing the 2001 AUMF would force Congress to finally debate an AUMF for the current military campaign against ISIS.
Her amendment failed 138 to 285. 125 Democrats and 13 Republicans voted for it. 228 Republicans and 57 Democrats voted against it.

The Democratic opposition was greater than it was last year for Lee’s similar AUMF repeal amendment, which was opposed by only 41 Democrats.
Keith Ellison (MN-05) likewise offered an amendment to strike language in the bill that calls on the President to expand the scope of the mission in Afghanistan.
This amendment failed 131 to 292, with one representative voting present (Donna Edwards of MD-04). 123 Democrats and 8 Republicans voted for it. 234 Republicans and 58 Democrats voted against it.
