Is the Democratic Memo Already Declassified?

What was that again?

Quick question:

Meteor Blades pointed out earlier that declassification is a binary thing, once something’s declassified for one, it’s declassified for all.

Doesn’t this mean, since there are so many in the White House who don’t have security clearances, that the House Democrats would have a decent case that the memo has already been functionally declassified, (by Dolt 45* himself), and could legitimately be released to the rest of the public?
