Meet Russ Vought: the guy who wrote the 2nd Project 2025 Playbook — the version that was NOT made public. This blueprint specifically targets individual Govt Agencies, with precise steps to dismantle their independence from presidential orders.
The Vought team at Heritage has gone to great pains to make this 2nd Vought Playbook ‘beyond the reach of FOIA requests’ [as discussed below.]
This is the guy just nominated to run the Office of Management and Budget (OMB). The guy who spills the beans when approached by undercover reporters — posing as mega-donors.
Vought seems proud of the conversations he’s had with Trump, AFTER Trump claimed to ‘know nothing about Project 2025. “[Trump’s] very supportive of what were going to do,” Vought confided.

Vought, one of the key authors of Project 2025, a right-wing blueprint for a second Trump term, expected the meeting would help his think tank secure a substantial contribution. For nearly two hours, he talked candidly about his behind-the-scenes work to prepare policy for former President Donald Trump, his expansive views on presidential power, his plans to restrict pornography and immigration, and his complaints that the GOP was too focused on “religious liberty” instead of “Christian nation-ism.”

Vought said his group, the Center for Renewing America, was secretly drafting hundreds of executive orders, regulations, and memos that would lay the groundwork for rapid action on Trump’s plans if he wins, describing his work as creating “shadow” agencies. He claimed that Trump has “blessed” his organization and “he’s very supportive of what we do.”
“Eighty percent of my time is working on the plans of what’s necessary to take control of these bureaucracies,” Vought said. “And we are working doggedly on that, whether it’s destroying their agencies’ notion of independence … whether that is thinking through how the deportation would work.”

He sounds nice — um, not.
But he sounds like a dangerous zealot, dead-set on dismantling the U.S. Government. And if approved, he will be in exactly the right position to do so.

What is the OMB?
OMB assists the President in overseeing the preparation of the Federal budget and evaluates the effectiveness of agency programs, policies, and procedures, and works to make sure that agency reports, rules, testimony, and proposed legislation are consistent with the President's Budget and with Administration policies.

The Office of Management and Budget oversees the implementation of the President’s vision across the Executive Branch. OMB carries out its mission through five main functions across executive departments and agencies:
- Budget development and execution.
- Management, including oversight of agency performance, procurement, financial management, and information technology.
- Coordination and review of all significant Federal regulations from executive agencies, privacy policy, information policy, and review and assessment of information collection requests.
- Clearance and coordination of legislative and other materials, including agency testimony, legislative proposals, and other communications with Congress, and coordination of other Presidential actions.
- Clearance of Presidential Executive Orders and memoranda to agency heads prior to their issuance.

No wonder Vought has been specifically targeting “the independence of Agencies like the FBI and the DOJ.” If approved, he’ll be in the position to hire and fire their employees — via Schedule F Job Classifications.
It must be the objective of concerned reporters/citizens to make sure Russ Vought does not get approved, by the Senate.
