The Embassy is IMO, is responding to Russiaian announcement —  Russia may close airspace over Kapustin Yar, site of Oreshnik ballistic missile launch, on May 12-13 — Kyiv Independant.

The Embassy thinks a missile attack may be coming. Hopefully they are wrong. As shown in video the missile is capable of releasing 30 munitions. It is also noted on Wiki that targeting is not so hot so civilians should indeed take cover.
