To the People of Minnesota!

The people of any State have the right to a reasonable expectation that any and all Local, State, or Federal law-enforcement activities carried out in their State will conform to and abide by that State’s constituted and accepted rules, procedures, laws, and codes of conduct established by that State’s duly elected and appointed officials “ - - -in order to . . . establish Justice, insure domestic Tranquility . . . promote the general Welfare . . .“ for the  People of that State!  When that does not take place, and blatant infractions of those rules and regulations occur, then the citizens of that State have the right—nay, a Civic Duty—to object, to protest, and to present their demands until such time as those guilty of the infractions are made to cease and desist, and then those guilty are held accountable for their illegal, harmful, and destructive actions.  

In other Western Democracies, one of the nations Policing Agencies is referred to as “The People’s Police”, and one of its missions is to ensure Democratic Legitimacy—which translates into common-parlance as “Protecting the people from the Government”.  Which Policing agency within the USA is so charged?
