Texas Bans ALL Marriage

I have just learned that it would seem that in their valiant attempt to save America, when Texas voted to ban same sex marriage, the voters banned ALL marriage:

HJR No. 6 passed in Texas, supposedly to ban gay marriage. But read the text closely:
Sec. 32
(a) Marriage in this state shall consist only of the union of one man and one woman.
(b) This state or a political subdivision of this state may not create or recognize any legal status identical or similar to marriage.

Am I reading this right?
