Not a major one, just one of the evil businessmen that serve as a foil for Bruce Wayne.
In 1992, on an episode of the Batman cartoon (one of the most well-scripted animation series ever), one of these businessmen foils has a plan to raze an entire slum with explosives so he can rebuild it without zoning approval. His men are caught by Batman, but there is no link to him.
When asked for comment by the press, the villain says, "You have to expect this kind of behavior in a part of town rife with the criminal element. These people don't value human life as we do."
These people don't value human life as we do.
The irony is supposed to be that the people living there do value life, and this putz is a minor league mass murderer.
It's supposed to be a sarcastically scripted line.
And the Administration thought it was perfect.
