Funding the Taliban

In early 2001 I remeber being amazed that the Taliban was destroying all of the large Buddha statues carved into mountains with rockets or mortars due to the fact that they consider these large states blasphemous.  I was apalled that they would destroy these priceless things.  I also remember at the same time being even more apalled that the Bush admin was giving Millions of $$$$ to this nutty religious gov't. After some reading on the net I learned that the admin was hoping to persuade the Taliban to let us get our fingers on an oil pipeline.

Obviously, the Taliban and AL-Quaeda were very tight.  Did the Taliban ever give money to Al-Quaeda?

If so, is it plausible that the Bush admin actually financed the 9-11 attacks in some part?
