Help, please. I am unable to find out exactly when, where and to whom Mr. Armey made such a statement, which is cited in several places.
I ran across Mr. Rubin's 2004 NRO and AEI article, "Why You Must Be Likud", while looking up information about Karl Rove's successor as White House chief domestic policy advisor, Karl Zinmeister.
Finding Mr. Armey's original statement has been more difficult. "No.1 priority" appears to have been a favored expression not only of Mr. Armey, the former House majority leader, but of persons talking or writing about him. Searching "Dick Armey" and "No.1 priority" leads one into a vast rain forest in which a particular fruit is presumably hidden.
