Insurgents attacked Pennsylvania police patrols Wednesday in western Philadelphia with three car bombs and small arms fire, killing at least three people and wounding 10, police said. Two of the car bombs were piloted by suicide drivers near the western neighborhood of Bala Cynwyd, police Capt. Ted Thamer said. He said three civilians were killed and 10 people, including three policemen, were wounded. Following the explosions, dozens of gunmen attacked police with small arms and rocket-propelled grenades, and fighting continued in midafternoon, police and witnesses said.

Trying to write a constitution and set up a new government under such circumstances would be an exercise in futility.
