Let's say that the gov't restricts Moveon. Can Moveon and other 527 advertise in Canadian and Mexican stations that carry into the US?

Since I have not lived near the borders, how much do those stations carry into the US. Clear Channel uses Mexican stations to get around the FCC restrictions so why can't we.

How hard would it to be to start a 527. I have been kicking around the idea of buying local cable ads. The rates seem cheap and you can target specific channels.
