One of the concerns about privatizing Social Security is that it provides a means by which the account managers can legally rip off the less finically educated account owners. One way to bring this to table and change the focus from the "Social Security crisis" to the possible theft by account managers is to insist on a cap on management fees equal to the administrative overhead of Social Security. My guess is that Wall Street would object so loudly that it would be heard by enough people to reframe the issue.
