I have been thinking [my pardons, I’m a bit slow] how many people do you have to reach?
Some say as low as 8 and some would argue for nearer 10,000.

This is not a conspiracy theory, and there are many associated with this idea.
What I am thinking of is how few people do you have to convince to actually get the changes required to combat global warming?

There are roughly 2700 billionaires worldwide and 56 million millionaires.
Over 70% of CO2 emissions are made by just 12 countries.
You can add another 12 countries where the per capita production is ridiculous, however this must be mitigated by the demands of the 12 most polluting countries, so as that basically means they can be excluded. Outsourcing to poorer countries means that, although the CO2 per country is distorted somewhat and the resulting CO2 emissions should be “sold” back to the appropriate country.
In the major industrialized economies of the first 12, four are undemocratic, the rest democracies [sort of].
Around 820 of the billionaires live in the 4 undemocratic countries, so let's exclude them as well.
Around a 1100 live in the democratic countries. A billion buys you a hell of a lot of influence both legal and sort of legal but can be ethically dubious.
So I would say we are well within the 10,000 upper limit, say 2000 of 7.8 billion.
That is a manageable number, no? 0.000025%
