While the report is an investigation of the Ferguson Police Department, it is a wholesale expose of the the mayor, city council, and the judicial system.
Everyone knew what was going on. From the blood of the black people of Ferguson, the city paid for their schools, the police and their city services. The Mayor asked for more arrests, the Chief Financial Officer knew the city was financed by arrests, the judge knew that many arrests were bogus, the prosecuting attorneys knew the charges were bogus.
