Late last year republican politician Mike Rounds admitted (touted actually) that holding children’s health insurance (CHIP) hostage was a good “bargaining chip" that would force Dems to accept republican "terms" without having to deal with DACA that Trump had rescinded as part of his MAWA agenda. He wasn’t alone.
Lately, most every republican politician is real worried that deliberately holding Children’s Healthcare hostage along with DACA recipients and the resulting government shutdown in order to engineer their ‘whites only’ platform will be viewed by most Americans as what it is. The GOP’s hostage taking scheme; pitting children’s healthcare against PoC (DACA) — a typical republican move and completely deliberate.

Republican Sen. Tom Cotton said Sunday he would not necessarily agree to an immigration deal with Democrats simply because it had President Donald Trump’s support, as the government shutdown entered its second day with no end in sight.

Meanwhile, Graham says he's been in touch with House Speaker Paul Ryan, who told him "don't bind the House" on immigration.
That would be the same Ryan sent a spending bill over the Senate, written basically by the Freedom Caucus, that he knew could not pass the Senate. Since McConnell refuses to do to Ryan what Ryan did to him—stick him with a bill he can't pass with just Republican votes—a breakthrough now seems unlikely.
