He was first appointed to the federal bench by Reagan in 1983. He was appointed to a higher level by George W. Bush in 2003. He received a unanimous vote. Sen. Leahy recommends him.
He would also take care of the first hispanic american on the bench arguement that would be provided for Gonzalez.

Like O’Connor, Judge Prado is a moderate. He is fair-minded and independent.
Justice O’Connor was an historic nominee – the first woman on the Supreme Court.
Judge Prado would also be an historic nominee – the first Hispanic Supreme Court Justice.
